I believe that this will be an exemption and not a rule change. I think this means it will not have to go through the normal rule-making process. It will also mean that it will be easier for the FAA to withdraw the exemption if they feel it is necessary. The 50nm restriction on RP is not very onerou...

I think the physical for CDL (commercial driver's license) would work fine for 3rd class. The requirements are much less stringent and I believe waivers and exemptions are much easier to get. The entire world consumption of oil is 80,000,000 bbl/day.
That seems like a lot so I thought I would do some math to try and gain some perspective.
Turns out that this is enough oil to fill a one square mile lake to a depth of 16 feet!
