Question in wheel pant drawing 7-607

I have drawing 7-607, Assembly of Wheel Pants, but smudges prevent me from understanding a key detail.

On the drawing, Section B-B shows the welded joining the two pant halves. I am uncertain of what that Section shows.
I surmise that it is either: (1) The weld was made on top of a 3/16" wide strip placed on the back side of the joint or (2) a 180 degree hem was installed on each half before the weld was made.

Can help me understand how they are made?
