Gus, drop down to my place and I will show you the wheels\parts being described by others. I have the 1000 lb and 1500 lb wheels with mech and hyd brakes.

Ron and Paul were both right. The mystery plates turned out to be a heat sink connected to steel liners (drums) for the brake shoes. They were press-fit into the aluminum wheels to prevent wear and tear during braking. They became loose with time and would “float” in and out with different braking requirements and temperatures. Sometimes they would get crooked and cause rocking during braking, probably not a good thing. Ron, my mechanic was able to epoxy them back into place based on Paul’s recommendation. They seem to be holding well and have solved my problem. If they come loose again I will have to find new wheels somewhere and maybe new brakes to go with them. For now all is well.
