Crosswind component
For CAR3 all they had to demonstrate was .2 Vso. Remember, that is the 90 crosswind component NOT the actual wind. That puts it down in the under 10miles per hour category. Sure, they will handle more than that but when you start trying to work the maximums, you are out of the envelope and "on your own"! Pilot proficiency has a lot to do with it as well as landing gear condition, brakes and how correct the rigging is. CAR3 called for normal pilot proficiency also and what does that mean?
The airplane was certified under CAR 4a which has no specific requirement. Typically we say 17 kts on the great great grand kids of the 7AC. But then, they are much chubbier airplanes.
Its a misleading line in the sand as conditions, skill, and technique are all over the map. Its a little generic of a limit when you have an airplane that can slip effectively and wheel land nicely.

The real limit is not what you can safely land the plane in but what are your personall limits as far as being able to taxi the plane to a tie down? The number of planes flipped over while trying to get to a tie-down shows that this can be limiting as well.
Many times I can get the airplane on the ground just fine but the wind is so strong that I need wing walkers to safely get to a tie down.

I have operated in 20kts across the strip in a 7AC. Hadn't flown for ages, beautiful winter day but windy. Took off diagonally with no problem, landed the same. The strip operator took exception to me flying in those conditions as it would show a poor display to low houred pilots........ Sorry, horns out, I then did 2 circuits with takeoff and landing straight down the strip - no problem.
