compression tube bolts

Hi everyone; anyone know what the compression tube bolt should be torqued to? I have just replaced the rear spar, the old spar had a crack in it and the compression tubes and aileron hinges were squeezed into the spar about an 1/8th of an inch. Also the old spar had two splices, scarf joints about 13 inches long with no doubler or reinforcement. Is that normal?

Not sure the torque on the bolts. The splices and scarf joints are OK. Aeronca was one of the only manufacturers that had the ok to do this, and often did. They didn't waste anything.
