Jerry,
I'm pretty sure there is no STC for converting the 11AC to modern Cleveland brakes. SafeAir has a conversion for Champs, but none for Chiefs. Regarding your question about the starter, you would need to convert to an C-85-12 engine to add a starter to the best of my knowledge.

been doing homework on this. seems that continental made an a 65-12/12f that had a crankcase and accessory case of a c75-12/12f but kept all the other parts of the a 65. the c 75 assessory case will take a starter."
www.bandcspecialtys" makes a 10 lb small starter that is faa approved. you might want to try for a field approval via 337 to put a c 75-12 on the chief. best source is from ercoupe model 415c bernie
