#1) Does anybody know where a altimeter can be sent in to get checked over/repaired?
Reason I ask is that my altimeter seems to read accurately when setting to field elevation and when I return it matches. however I can not set the altimeter setting in the Kollsman window! if I do, It will show about 250 elevation difference. So I'd like to get this corrected.
#2) My altimeter seems to "bounce" around, especially if I use abrupt elevator or rudder imputs. I assume this to be an annomoly with the static port as it always seems to settle out and read accurately/normally after the upset. Is this normal?
#3) Does anybody know what the purpose of the Black/White "barber pole" in the 6 O'clock position is for? I see some altimeters have them and others don't.

If you live near a large airport they may have a instrument shop that can adjust your altimeter. If not, do an internet search and you should turn up a bunch. If you tell us where you live I'm sure someone can jump in with a suggestion of a shop. IF it cannot be calibrated you may still elect to use it inasmuch as Aeroncas were built at a time when single needle non-sensitive altimeters were legal which were less accurate than what you have. I assume you don't have a mode C transponder.
Yes, the pitot static system is such that the instruments often show some "bounce."
The flag appears below 16000 feet to warn you that you are at a lower and potentially unsafe altitude. In a Champ you will find the stripes useful when you descend below FL180
