Personally I would think that 90 hp might work but is marginal. Working with floats would make it mandatory to put a climb prop on the bird.

People have done it but 100 sure helps and there is a reason why lots of float planes have an O-235 on the front.

I have a C90-12 on mine with edo 1400 floats and AK76-2-42 prop and Im happy with the preformance.

Although a 7EC is a bit heavier, there were hundreds of 65hp 7ACs and J3s on floats at one time.

Most of the seaplanes here are 7AC's and either have 90's or 100's. They work very good with one person and do okay-marginal with 2 people. I would think the EC with a 90 may be a little sluggish but should be okay with one person. By the way my 7AC has an O-235 and it a very good performer. Not many around with the O-235 in AC's. While it definitely takes more distance for takeoff it has no problem.
