DART and Mechanical Trouble Reporting System initiatives

At an OSH Aeronca forum this year, Bob mentioned a couple of FAA initiatives that were on the horizon--a "Mechanical Trouble Reporting System” that would be administered by type clubs, external to the FAA; and “DART”—DAR’s specializing in antique AC, and able to issue field approvals. Anyone heard where these initiatives stand now?

Hopefully it died a quick death. Most type clubs don't have the depth to properly identify and deal with a known defect. The DAR side of it is interesting, but after looking into it, too cumberson. The EAA involvement was the problem for me.

Is the text of the DAR proposal/discussion available anywhere? Other than Bob's brief presentation, I haven't seen anything else on it. It was the piece that really caught my attention as well, and an IA friend of mine was particularly interested.
