Port on oil sump stem/neck

Just in the middle of the annual on my plane and opening up the cowling. Saw something that did not look normal on the engine.
Looking from the right side of the plane, down at the stem of the oil tank, there is a port welded/braised into the stem of the oil tank. Its about 1" below the filler cap and pointing aft towards the firewall.
Has a square plug into it, and is safety wired shut.
Does anyone else have one of these and if so whats it for? Engine is a C-85-12.
