This may be the answer! Jigh intensity LED strobe. Soon to be self contained battery unit!

They state they are going to develop a completely self contained battery powered light. They also say that TSO models are available for 15% more cost.
This company also makes LED position (nav lights) as well as a nav light/strobe combo. Also LED flashing beacons.
Man if I could get one of these on the tail on the top of the rudder of the Chief that would be awesome! All for about $400. even if I have to run wire from the cockpit to the rudder with a small 12 Volt battery in the glove box that would be great. I don't know how long the battery would last but having a strobe for any time is dramaticaly better than having nothing. Besides you could decide to shut it off while cross country and turn on when near airports or whenever judgement says its a good idea.
Still it seems like a 337 may be needed. But with a TSO equipment and since Chiefs were available with nav/position lights. If this were to be installed similar to the original factory with TSO unit would this really need to have a 337 or if needed would it be any difficulty in approving a 337????

strobes
Has anyone installed wingtip strobes on a no electric plane yet? Are they self contained? I really want some, or at least one for the tail. JC
Re: battery operated strobe
Two years ago I installed a Whelen single tail unit in my 1946 Taylorcraft mounted to the rear fuselage frame and ran the wiring up to a switch on the instrument panel. It is powered by a 12 volt deer feeder battery that is not permanently mounted to the airplane. I have floor rails (angles) and bungee the battery. I charge it with either a solar panel (when I am parked while traveling) or by a charger (when the airplane is hangered). I filed a Form 337 for the installation based upon a previous owner's approval and Form 337. I use this strobe every time I fly. Doc

Re: battery operated strobe
I did have luck finding a strobe. Kuntzelman Strobes has a battery powered strobe SC103 that does a good job. I power it by a small battery pack that I keep in the glove box. The battery was ordered from Battery Tech per Mr. Kuntzleman's recommendation. I had used their strobes in my ultra light days but they were powered off the engine lighting coil. I had posted this info on another thread, but some may have missed it.
Hope this helps,
