L3 tailwheel

I just finished cleaning up both the tailwheel assemblies I had for my project, a Scott and a Heath. Both in fine shape. Neither was installed, they were in a box among other stuff. Looking at the U-clamp bolts, they are not long enough to clamp all three leaves, especially not with a pad between the fuselage and springs. Some of these parts were TG5 glider parts - could it be that the they only used two leaf springs? I have two complete assemblies but only one of the small upper leaf.

I did install it with all three leaves and longer bolts, but I was curious.
