looking at the TCDS for 7DC, there are two C.G. Ranges.
What is the significance of 1087 lbs. (in the second range) ??

That would be your empty weight C/G range when you operate at 1350 GW.
With all of the different equipment available it would be tough to assign an EW C/G. I would assume that Aeronca took an average weight and figured the C/G range.
