Joe, I had a helper but could have probably done it alone. I tried a couple different bungee tools. Abandoned them when one broke from the tension.

It would have definitely fit a set a skis. I don't have much on this besides the picture...there was no documentation as this was added when the plane spent 20 years up in the Canadian bush country.
